Civil Code 4715 protects religious items displayed on entry doors and door frames. Lights that shine continuously into a neighbor's bedroom window can be cited under VMC Chapter 8.04 (Property Maintenance / Nuisance) or pursued as a private nuisance under California Civil Code 3479. Lights or wiring that don't meet the California Electrical Code adopted under VMC Title 15 can be cited as a fire hazard.
There are no city fines for residential holiday lights themselves. Sustained light trespass causing demonstrable harm can be cited under VMC Chapter 8.04 with administrative citations under VMC Title 8 Chapter 8.10 starting at $100. HOA violations are enforced by the HOA, capped at $100 per violation under California Civil Code 5850 unless the board makes a written health/safety finding. Defective light wiring creating a fire hazard is enforced by the Vacaville Fire Department under California Fire Code and Electrical Code.
