HOA CC&Rs typically impose stricter limits.
Austin's municipal code does not address inflatable displays specifically. The sign code in LDC 25-10 exempts non-commercial residential displays, so an inflatable snowman, Santa, or pumpkin on a private lawn is unregulated by zoning. Practical limits come from three places. First, the noise ordinance (City Code 9-2): a blower motor running overnight that produces sound audible at the property line above background can be cited, and amplified attached music must observe the 10:30 p.m. quiet period. Second, the right-of-way code (City Code Title 12): inflatables placed in the public sidewalk or planter strip without permission can be removed by Public Works. Third, sight-distance rules at corner lots in LDC 25-6: anything taller than 30 inches in the visibility triangle can be ordered removed. There is no city size cap. HOA communities frequently impose 8-12 foot caps, require deflation overnight, and limit the holiday display window.
No inflatable-specific violations exist in Austin code. Noise violations under City Code 9-2 carry up to $500 first-offense fines as Class C misdemeanors. Right-of-way obstructions are removed and may carry a $50-$200 citation. Sight-distance violations under LDC 25-6 result in a Notice of Violation and removal order. HOA enforcement is separate.
