Austin's ISPSC adoption (2021 edition) requires every residential pool 24 inches deep or deeper to be enclosed by a barrier meeting strict specs: minimum 48 inches tall from outside grade, gaps no more than 4 inches horizontal / 2 inches under, no horizontal rails within 45 inches of grade on the exterior side (prevents climbing), and picket spacing of 1-3/4 inches or less. Gates must be self-closing, self-latching, open outward, with latch at least 54 inches above grade. Where the home wall forms part of the barrier, doors opening onto the pool area require compliant door alarms (DIN 18165), self-closing hardware, and at least 5-foot-high locks β or the pool itself must have a compliant motorized cover. Spas and hot tubs with lockable safety covers ASTM F1346 are exempt. Above-ground pools with non-climbable walls 48 inches high and removable/lockable ladders satisfy the rule. Violations block the final CO and Watershed final inspection. AFD and Code Department respond to drowning-risk complaints. Texas Health & Safety Code Chapter 757 also applies.
