Raleigh Code and the UDO contain no provision specific to residential inflatable decorations. The general frameworks that may indirectly apply are: (1) Raleigh Code Chapter 12, Article B (Noise) sets residential noise limits, with quieter limits between 11 pm and 7 am that inflator motors can exceed; (2) Raleigh Code Chapter 11 prohibits obstruction of the public right-of-way, so inflatables anchored on the sidewalk or city right-of-way are prohibited; (3) UDO Section 1.5.5 setback rules apply to permanent structures but enforcement against temporary holiday displays is rare. There is no size, height, or material restriction on inflatables on private residential property. HOAs may impose CC&R limits under the NC Planned Community Act (NC Gen. Stat. Chapter 47F).
Enforcement is complaint-driven. Inflator-motor noise after 11 pm can be cited under Raleigh Code Chapter 12 Article B with civil penalties up to $500 under NC Gen. Stat. 160D-404. Public right-of-way encroachment is cited under Code Chapter 11 with removal orders.
