North Carolina adopts the NC State Building Code (based on the International Codes) which Raleigh enforces through the Development Services Department. A built-in outdoor kitchen requires separate trade permits for each utility extension: (1) gas permit under the NC Fuel Gas Code for natural gas piping to a grill, side burner, or pizza oven; (2) electrical permit under the NC Electrical Code for any outdoor outlet, lighting, or refrigeration circuit; (3) plumbing permit under the NC Plumbing Code for built-in sinks with city water and waste connections. The masonry counter itself is generally exempt from a building permit if under 30 inches tall and not enclosed by walls under NC Building Code Section 105.2. Outdoor kitchens with permanent gas appliances must meet 10-foot clearance from combustible construction under the NC Fire Prevention Code Section 308. Permits are issued by Raleigh Development Services.
