Mission Oaks, Spanish Hills, Las Posas Estates, and many other Camarillo planned communities are notable for active architectural review. California Civil Code Β§4710 protects HOA homeowners' right to display the American flag and noncommercial signs subject to reasonable restrictions.
City-level enforcement is limited to sight-triangle obstructions and nuisance-level blight, handled by administrative citation (typically $100 first offense). HOA architectural review violations are enforced by the HOA through fines, suspension of privileges, and civil action under the Davis-Stirling Common Interest Development Act.
