Camarillo, CA Accessory Structures: Garage Conversions (2026)

Under California's ADU law (Government Code 65852.2), Camarillo homeowners may convert existing attached or detached garages to accessory dwelling units. The conversion does not require replacement of lost parking spaces, eliminating a major historical barrier to garage conversions. Building permits under CMC Title 16 are required, and the conversion must meet California Building Code standards for habitable space including: minimum ceiling heights (7 feet), adequate natural light and ventilation, proper electrical and plumbing, insulation, heating, and egress windows. The converted space must have independent exterior access if used as an ADU. Garage conversions to non-dwelling uses (home office, gym, workshop) also require building permits if the use changes from storage to occupiable space. Most Camarillo HOAs address garage conversions in their CC&Rs. Under California Civil Code 4751, HOAs cannot unreasonably restrict ADU conversions that comply with state law. However, non-ADU garage conversions may still be subject to HOA restrictions.
