Labels must include product name, ingredients in descending order by weight, allergen disclosure, net weight, producer name/address, and the phrase "Made in a home kitchen that has not been subject to Pennsylvania's food safety regulations." Sales may be made direct to consumer, at farmers markets, and retail (including wholesale under some conditions).
Operating without PDA registration: cease and desist and fines up to $1,000 per offense. Selling non-permitted foods: seizure and injunction. Labeling violations: warnings then citations up to $500.
