Honolulu allows home occupations with customer or client visits as an accessory residential use, but requires one off-street parking space per five clients and prohibits on-street commercial vehicle parking.
ROH Chapter 21, Β§ 21-5.350 (Land Use Ordinance) governs home occupations. A home occupation must remain incidental and subordinate to the residential use and may not alter the dwelling's external appearance. Only household members may be employed. Client visits including group instruction are permitted, but operators must provide one off-street parking space for every five clients on-site at any one time, in addition to required residential parking. On-street parking of commercial vehicles is prohibited; occasional brief delivery stops are allowed. Signage and outdoor storage are restricted. The Department of Planning and Permitting administers and enforces these standards.
Zoning violations under ROH Chapter 21 may result in notices of violation, stop-work orders, and civil fines up to $10,000 per continuing violation.
