Chino Hills requires a Home Occupation Permit 'for all businesses being operated from a residential dwelling unit within the City.' Applications go to the Community Development Department's Planning Division (14000 City Center Dr.; (909) 364-2740; planning@chinohills.org). The applicant must complete the form fully, describe the business operations, and read and initial 19 performance standards drawn from Section 16.56.020. Key conditions include: obtaining and annually renewing a City business license (the HOP 'shall expire' otherwise); using no more than 400 sq ft or 20% of the dwelling; no non-resident employees reporting to or working on-site ('no person other than a resident of the dwelling shall be employed on-site'); visitors/customers limited to three persons per day; deliveries limited to three per day by non-commercial carriers (FedEx, UPS, or similar); only one compliant work vehicle stored on-site; no exterior signage; and no off-site noise, odor, glare, or vibration. The form also lists prohibited home occupations and requires the applicant to certify under penalty of perjury that the business will comply with the Municipal Code and all state and federal law. The City reserves the right to inspect the premises if a code-enforcement complaint is filed, and refusal to allow inspection results in immediate suspension or revocation. Application fees are set by City resolution and are subject to change.
Operating without an HOP, letting the business license lapse, employing non-residents on-site, exceeding the three-visitor or three-delivery daily limits, or operating outside the approved functions can result in suspension or revocation of both the HOP and business license and an order to cease operation.
