Anyone working from home or using a home as a place of business in Redlands must obtain a Home Occupation Permit under Chapter 18.160 of the Municipal Code, applied for together with a business license. The permit imposes conditions on floor area, employees, customers, deliveries, and signage.
The City of Redlands requires a Home Occupation Permit (HOP) any time work is performed from a home or the home is used as a place of business; the operating requirements are in Chapter 18.160 of the Redlands Municipal Code. The HOP is applied for as part of the online business-license process. Key conditions the City lists include: the individual primarily responsible for the home occupation must live in the dwelling; no employees are allowed beyond family members residing there; no more than 10% of the dwelling's square footage or one room (whichever is less) may be used; only standard residential equipment is permitted; no outdoor storage or use of accessory buildings; the residential character, appearance, and utility usage of the home must be maintained; commercial-vehicle use is limited to vehicles normally associated with residential uses; and there are to be no advertising signs (telephone listing excepted). Customers generally may not visit, although incidental uses such as music lessons, tutoring, and the sale of produce may be allowed if the intensity is approved by the Director. Determinations by the Community Development Director may be appealed to the Planning Commission under RMC 18.160.100. Specific fee amounts are not published on the City's overview page; applicants should confirm current fees with the Planning Division at (909) 798-7555.
Running a home business without a Home Occupation Permit, or breaching its conditions (extra employees, customer traffic, outdoor storage, prohibited signage), can lead to permit denial or revocation, business-license issues, and code-enforcement penalties.
