Home occupations are allowed in Redlands residential zones as a secondary use, subject to Chapter 18.160 of the Redlands Municipal Code. The business must be clearly incidental to the dwelling, use no more than 10% of the home or one room, and not change the residential character of the property.
Under the Redlands Municipal Code, home occupations are defined in Chapter 18.08 and permitted in residential districts (such as R-1) when conducted under a Home Occupation Permit pursuant to Chapter 18.160. The City's stated standards keep the use subordinate to the home: no more than 10% of the total square footage of the dwelling, or one room, whichever is less, may be used for the home occupation; the individual primarily responsible must live in the dwelling; only standard residential equipment may be used; and there may be no outdoor storage or use of accessory buildings. The residential appearance, character, and utility usage of the property must be maintained. Generally, no customers or clients may visit the residence, though the City notes incidental uses 'such as music lessons, tutoring, and the sale of produce may be permitted if the intensity of such use is approved by the Director.' Commercial vehicles are limited to those normally associated with residential uses. Businesses operating in commercial areas instead complete a Zone Clearance form; home-based businesses go through the Home Occupation Permit and business-license process. Applicants are advised to contact the Planning Division at (909) 798-7555 to confirm a proposed use is allowable before applying.
Operating a home business that exceeds the allowed floor area, draws customer traffic, uses accessory buildings, or alters the home's residential character can void the permit and trigger zoning code-enforcement action, including orders to cease the use.
