Rancho Cucamonga allows home occupations in residential zones with a Home Occupation Permit. Activity must be incidental, employ only residents, and not change the residential character of the dwelling.
Rancho Cucamonga permits home occupations in residential zones (R-1, R-2, R-3, and mixed-use) under the Development Code, subject to a Home Occupation Permit issued by the Planning Division and a Business License from the Finance Division. The activity must remain clearly incidental to the primary residential use and must not change the residential character of the dwelling or the neighborhood. Typical allowed activities include professional services (consulting, accounting, legal, architecture), online sales and tutoring, cottage food operations, home offices, and family child care. Prohibited activities include auto repair and bodywork, welding, cabinet-making with commercial machinery, adult-oriented businesses, veterinary clinics, retail with walk-in customers (beyond limited appointments), and any use involving hazardous materials or excessive noise. Only residents of the dwelling may be employees; no non-resident employees can work on-site. No more than 25 percent of the dwellings floor area can be used for the business. Customer visits are limited (often 2 to 4 per day by appointment only), commercial vehicle parking is prohibited, and deliveries must not exceed normal residential patterns. Outdoor storage of business-related materials is prohibited. A Home Occupation Permit is typically granted over-the-counter if the activity fits the allowed list.
