Surprise requires home occupation permits for businesses operated from residential properties. The zoning code allows low-impact home businesses that do not change the residential character of the neighborhood. Restrictions apply to signage, customer visits, employees, and outdoor storage.
The Surprise zoning code regulates home-based businesses through home occupation permit requirements. Permitted home businesses must be clearly secondary to the residential use of the property. The business must be conducted entirely within the dwelling and not occupy more than 25% of the living area. No more than one non-resident employee may work at the home. Customer visits must be limited to avoid generating traffic beyond what is normal for the neighborhood. External evidence of the business (signage, outdoor storage, equipment, commercial vehicles) is restricted. Prohibited home occupations include auto repair, welding, manufacturing, and any activity generating noise, odor, or vibrations detectable at property lines. A business license from the city is required in addition to the home occupation permit. Contact Community Development at (623) 222-1200.
Operating a home business without a permit or exceeding permit conditions results in code enforcement citations. Fines escalate for repeat violations. Businesses creating neighborhood disturbance may have permits revoked.
