Home business signs are regulated by your municipality, not Chester County. Rules differ by borough and township. In West Chester Borough, a home occupation sign may show only the resident's name or profession and may not exceed two square feet, and it requires a sign permit.
Under the PA Municipalities Planning Code, sign regulation is a municipal zoning power. Many Chester County municipalities allow a small, non-illuminated home occupation sign but bar business-style advertising in residential districts. West Chester Borough (Β§112-704.A) permits a home occupation sign indicating the name and/or professional activity of the resident practitioner, capped at two square feet in area, and only with a sign permit. The borough's home occupation standards also require that there be no outside appearance of a business, including lighting. Check your own municipality's sign ordinance for size, permit, and placement limits.
An oversized or unpermitted sign is a municipal zoning/sign-ordinance violation; the zoning officer may order removal and issue fines set by the municipality.
