This is stricter than Arizona's county-level home-based-business statute, A.R.S. 11-820, which protects licensed home businesses in unincorporated areas by allowing a temporary commercial sign 'not more than twenty-four inches by twenty-four inches' during business hours; that statute governs counties, not cities, so the Phoenix no-sign rule applies within the city limits.
Posting a prohibited home-occupation sign or other exterior indication of the business is a zoning violation; Phoenix code enforcement may issue a notice of violation requiring removal and may assess civil penalties for continued noncompliance.
