Fishers prohibits signs for home occupations. UDO Sec. 5.7.2.C.2.b states there shall be no signs, displays, outdoor storage, or other exterior evidence of business activity, and the dwelling and lot may not be altered in appearance so they look like anything other than a residence.
Home-based businesses in Fishers get no business signage. Under the home-occupation use standards in Sec. 5.7.2.C.2.b of the Unified Development Ordinance, 'there shall be no signs, displays, outdoor storage, or other exterior evidence of business activity. Neither the dwelling nor the lot shall be altered in appearance so that it appears other than a residence, either by color, materials, construction, lighting, sounds, vibrations, or other characteristics.' This means a home occupation cannot post a yard sign, window sign, or wall sign advertising the business, and cannot display products or merchandise visible from outside. The intent, stated in the home-occupation definition, is that the business 'does not change the residential character of the property or neighborhood.' The UDO further reinforces this in Sec. 5.7.2.C.3 by prohibiting room additions, exterior structural or aesthetic alterations, and additional or separate exterior entrances added to accommodate the business. Fishers' broader Signage Standards (Article 6.17) govern other sign types and generally only permit the signs the article expressly lists; because that article does not authorize home-occupation business signs, the home-occupation prohibition controls for residential home businesses. Homeowners should also note that subdivision covenants frequently restrict signage further. Practically, a Fishers home business should rely on online, mail, phone, and word-of-mouth marketing rather than any on-premises advertising.
Posting a home-occupation business sign or other exterior evidence of business activity violates Sec. 5.7.2.C.2.b and can support a finding that the use is not a permitted home occupation. The Director or an affected neighbor may seek a Board of Zoning Appeals hearing (Sec. 5.7.2.C.5, via Sec. 10.2.3). Report and ask questions through Fishers Planning & Zoning at 317-595-3155.
