The Chesapeake zoning ordinance (authorized by VA Code 15.2-2280 et seq.) permits home occupations in residential districts as accessory uses. Typical conditions include: the business must be conducted entirely within the dwelling or an approved accessory structure; no more than 25 percent of the floor area may be used for business purposes; only residents of the dwelling may work on site (no outside employees); no outdoor storage of materials or equipment; no change to the exterior residential appearance; no commercial vehicles larger than typical pickup; and no retail sales on site (limited exceptions). Certain uses are expressly prohibited: auto repair, kennels, medical clinics, restaurants, funeral homes, and any use generating significant traffic or noise. Home occupations generally require a business license from the Commissioner of the Revenue. HOAs often add further restrictions on home businesses.
