New construction and substantial improvements in Venice's NFIP Special Flood Hazard Areas must elevate the lowest floor to Base Flood Elevation (BFE) plus at least 1 foot of freeboard under Venice Code Ch. 88.
Venice is a participating NFIP community. The City's adopted Flood Damage Prevention Ordinance, embedded in Ch. 88, requires BFE+1 elevation in AE zones and BFE+1 lowest-horizontal-structural-member elevation on open foundations in VE zones. Enclosed areas below BFE may only be used for parking, building access, or storage, must be of flood-resistant materials, and must include flood openings or breakaway walls. Elevation certificates by a Florida-licensed surveyor are required before occupancy and again post-construction.
Building below BFE+1 without an approved variance is a Code violation under Sec. 1-14 with fines up to $500/day, loss of flood insurance coverage, and possible NFIP probation/suspension for the entire community.
