The City of Sarasota participates in the National Flood Insurance Program (NFIP) and CRS (Community Rating System) which rewards stricter-than-FEMA standards with insurance discounts for residents. Free-board above BFE typically buys substantial NFIP premium reductions. Substantial improvement (cumulative 50% of structure value) triggers full code compliance including elevation. Substantial damage (50% damage from any single event) requires the same. Manufactured/mobile homes in Zones A/V must be elevated. Garages and crawlspaces below BFE are allowed only with flood vents (1 sq in per sq ft of enclosure) per FBC Sec. 1612 and ASCE 24.
Building below required elevation results in stop-work, permit revocation, refusal of CO, and (most painful) NFIP non-compliance which can disqualify the property from subsidized flood insurance. Substantial improvement determinations can trigger required elevation retroactively.
