Missouri Senate Bill 1 (2008) and subsequent statutes prohibit cities from forbidding officials from communicating with federal immigration authorities, effectively banning strict sanctuary policies. The state can withhold funding from non-compliant municipalities. KCPD policy, set by the state-controlled Board of Police Commissioners rather than the City Council, generally does not honor ICE detainer requests without judicial warrants but does respond to direct federal task force operations. The City does not require status verification for municipal services.
