New Orleans has no ordinance banning artificial turf in yards, but it counts as an impervious surface. Because CZO Article 23 protects permeable ground and requires stormwater retention on larger sites, replacing lawn with non-permeable turf can trigger stormwater review.
No City Code section prohibits residential artificial turf, and homeowners may install it. However, CZO Article 23's stormwater rules are built to preserve permeable surfaces and manage runoff; standard artificial turf laid over an impervious base counts toward a site's impervious surface. New development or redevelopment reaching 5,000 square feet of impervious surface (or one acre) must submit a stormwater management plan that retains and filters the first 1.25 inches of runoff. Single-family homes are generally exempt from that plan, but permeable turf systems and drainage remain wise given the city's flooding and drainage concerns. Historic-district properties may face added HDLC design review.
