Sioux Falls, SD Landscaping Rules: Artificial Turf (2026)

Section 160.485 of the Sioux Falls Code of Ordinances (Landscape Standards) sets the city's minimum residential, commercial, and industrial landscape requirements. The standard provides that 'under no circumstances' is the use of artificial plantings acceptable to meet the required landscape standards, and at least 90% of the required front-yard setback in any zoning district must be landscaped and maintained with living ground cover. The stated purpose is to encourage horticultural infrastructure that is environmentally sensitive, socially responsive, and aesthetically pleasing — and to mitigate stormwater runoff, urban heat island effect, and visual monotony. Synthetic turf and artificial plant material remain available for use in non-required areas — back yards, side yards, putting greens, pet runs, sport courts, and rooftop terraces — and for indoor or screened use. The Landscape Design Manual (Public Works, revised March 2010) provides the implementation guidance and approved-materials list. Commercial and multifamily landscape plans go through Planning/Development Services review and must demonstrate compliance with the living-cover threshold before a certificate of occupancy issues.
