Queen Creek has no ordinance banning backyard composting, and it is generally allowed. The limit is the Town Code's nuisance rules: a compost pile must not create odors, attract vermin or insects, or become accumulated debris. Manage it so it doesn't trigger the Health and Sanitation nuisance provisions.
The Town of Queen Creek does not have a dedicated composting ordinance, and there is no Town rule prohibiting residents from composting yard and kitchen waste at home. Backyard composting is therefore allowed as an ordinary use of private property. The practical constraints come from the Town Code's Health and Sanitation chapter (Chapter 10) and the offenses chapter (Chapter 9), which prohibit conditions that become public nuisances. Section 9-5-2 bars maintaining 'rubbish, trash, weeds, filth, debris or dilapidated structures' on property, and the public-nuisance list in Section 10-3-2 targets accumulations and conditions that create health hazards or visual blight. In practice that means a compost bin or pile is fine as long as it does not generate offensive odors, attract rodents, flies, or other vermin, or spill into an unsightly accumulation of debris. Enclosed bins and proper layering of greens and browns keep a pile compliant, while an open, rotting heap could draw a nuisance complaint. There is no permit and no fee for home composting; it actually supports the Town's broader conservation and waste-reduction goals. Commercial-scale composting operations would be a different matter and could fall under zoning and state environmental rules.
No penalty for ordinary home composting; a pile that produces odors, attracts vermin, or accumulates as debris can be cited as a public nuisance under Section 9-5-2 / Chapter 10, leading to a notice and possible abatement with cost recovery.
