Within Pinellas Park (an incorporated city), only one composting container per household is allowed and structures must conform to building code. Solid Waste Department drop-off and yard waste programs supplement home composting.
Code Enforcement may cite compost operations creating nuisance odor, vectors, or runoff under Chapter 22 housing code, with daily fines until abated. Repeat violations escalate through the Code Enforcement Board.
