Virginia Dillon-rule counties can regulate lawn height only where the state expressly authorizes it. Va. Code Sec. 15.2-1215 lets any county require owners of occupied residential property under one-half acre to cut grass exceeding 12 inches. Chesterfield adopts this in its County Code (Ch. 11, Art. III). Vacant and larger residential parcels fall under separate weed thresholds (see weed ordinances). Land in active farming operation is exempt by statute. Complaints go to Community Enhancement / code enforcement, which inspects, notices the owner, and may cut the grass and bill the cost.
Civil penalty up to $100; if the county cuts the grass, the cost and expenses are charged to the owner and collected like unpaid taxes.
