Unincorporated Spokane County has no ordinance capping ornamental lawn or grass height at a fixed number of inches. What is enforceable is the state noxious-weed duty (RCW 17.10.140), which requires every owner to control listed weeds, and Zoning Code Chapter 14.806, which requires any landscaping installed as a permit condition to be 'permanently maintained in a healthy growing condition.' Serious overgrowth harboring weeds or fire fuel may be addressed through the noxious-weed board or the county nuisance chapter. Incorporated cities (Spokane, Spokane Valley) set their own separate weed-height rules.
Noxious-weed non-compliance: after certified-mail notice and 10+ days, the county may control the weeds at the owner's expense, which becomes a lien on the property (RCW 17.10.170).
