Owners are responsible for vegetation to the curb line, including the parkway strip between sidewalk and street. When a violation is observed, Neighborhood Services issues a Notice of Violation giving the owner typically 7 to 10 days to cut and clean up. If the owner fails to comply, the city may contract a crew to mow at the owner expense, plus an administrative fee, and place a lien on the property if unpaid. Vacant lots, undeveloped tracts, and foreclosed homes are frequent targets of seasonal enforcement sweeps during the April through October growing season. Drought-dormant Bermuda and zoysia that is brown but under 12 inches is not a violation.
