Chesapeake encourages native plants for Bay watershed protection. Natives reduce water needs, support pollinators, and qualify for Resource Protection Area buffer credits. No permits needed for homeowner plantings.
The Chesapeake Bay Preservation Act and the city zoning ordinance both encourage native vegetation, especially in Resource Protection Area buffers along tidal waters, streams, and wetlands. Homeowners may freely plant native species such as Virginia sweetspire, inkberry holly, switchgrass, black-eyed Susan, purple coneflower, and eastern red cedar without any permit or approval. In RPAs, replanting disturbed buffers with natives is often required for Bay Act compliance and earns buffer restoration credits. Virginia Native Plant Society (Southeast Chapter) and the Chesapeake Bay Foundation provide species guides. Chesapeake property maintenance rules still require that plantings be intentional and distinct from unmanaged weeds, so label or edge native beds to avoid code compliance complaints. Invasive species such as English ivy, Japanese honeysuckle, Bradford pear, and tree of heaven are discouraged or prohibited under state guidance.
