Toledo allows and encourages native plant gardens and pollinator habitat as long as they are intentionally designed and maintained. The 8-inch grass-height rule does not apply to planned native gardens, but owners should document intent to avoid citation.
Toledo Municipal Code Chapter 963 targets uncultivated rank vegetation, not intentional landscape design. Native prairie plants, pollinator gardens, and rain gardens composed of species like purple coneflower, milkweed, little bluestem, and black-eyed Susan are permitted. Owners are advised to edge the planting area, post a small marker or sign identifying it as a cultivated native garden, keep it weeded of invasive species, and maintain a mowed buffer along the sidewalk or property line. Toledo-Lucas County Sustainability Commission and the Olander Park System Pollinator Pathway program actively promote native planting. Ohio noxious weeds such as Canada thistle must still be controlled even in a native garden. Boulevard and right-of-way plantings may require Division of Forestry coordination.
