Under Toledo Municipal Code Chapter 963 and Ohio Revised Code 731.51, property owners must control growth of noxious weeds and other rank vegetation. Ohio noxious weed list includes Canada thistle, Johnsongrass, poison hemlock, wild parsnip, giant hogweed, and others. Grass over 8 inches is a local nuisance regardless of species. The Department of Neighborhoods issues notice, and upon noncompliance, the city mows and places the cost as a tax lien. Vacant and abandoned lots, common in some Toledo neighborhoods, are prioritized. Intentional native plant gardens and pollinator meadows may be permitted if designed and maintained; contact Code Enforcement or use the Lucas County Land Bank guidelines to document intent.
Mow-and-lien costs typically $150-$400 per event plus admin fee. Repeat offenders and large-lot owners may see higher assessments.
