Kentucky has no state restrictions on residential rainwater harvesting. Louisville Metro allows rain barrels and cisterns freely. MSD offers rain barrel rebates through its stormwater quality program.
Kentucky, unlike Colorado or Utah, imposes no state-level restrictions on residential rainwater collection under KRS Ch. 151 or KRS Ch. 224. Louisville Metro Government permits rain barrels, cisterns, and roof runoff collection for garden irrigation, lawn watering, vehicle washing, and other non-potable uses without special permits. MSD (Louisville/Jefferson County Metropolitan Sewer District) actively encourages rainwater harvesting as part of its green infrastructure strategy under Project WIN (Waterway Improvement Now), the federal consent decree addressing combined sewer overflows into the Ohio River and Beargrass Creek. MSD periodically offers rain barrel sales and workshops. Cisterns over 5,000 gallons or connected to household plumbing may require plumbing permits under the Kentucky Plumbing Code. Potable use requires treatment meeting Kentucky Department for Public Health standards. HOA covenants may restrict visible rain barrel placement in subdivisions like Glenview, Prospect, or Hurstbourne.
No Metro penalties for standard residential rain barrels. Large cistern installations without plumbing permit: Kentucky Plumbing Code violation. Untreated rainwater plumbed to household fixtures: health code violation through LMPH department.
