Indiana does not restrict residential rainwater harvesting. In Marion County, rain barrels and small cisterns (under 300 gallons) are permit-exempt for irrigation and non-potable use. Indianapolis DPW's CleanStream and Stormwater Division promote rain barrels as MS4 best management practice and has historically offered rebates through Keep Indianapolis Beautiful. Large cisterns (over 300 gallons), underground systems, or any potable-use installation require a plumbing permit through DBNS and must include backflow prevention to comply with Indiana Plumbing Code (675 IAC 16). HOAs in newer Geist and Fishers-adjacent neighborhoods may restrict visible rain barrel placement.
