Tree removal permit rules in Troutdale, OR β sometimes called heritage tree, protected tree, or street tree ordinances β list which trees require a permit before you can cut them down.
TMC Chapter 13.10 (Troutdale Tree Ordinance) requires a permit from the Director of Community Development to remove any street tree, or to remove any tree six inches in diameter or larger on undeveloped or underdeveloped property. No permit is needed to remove trees on developed property.
Under TMC 13.10.080 and 13.10.250 no one may plant, remove, cut, prune, or excavate within ten feet of a street tree without a city permit. TMC 13.10.270 separately regulates non-street trees on undeveloped or underdeveloped property: a permit is required for any tree six inches or more in trunk diameter measured at four and one-half feet above ground. Stand-alone applications follow Type II procedure; criteria include disease/hazard, proximity to structures, erosion, scenic and wildlife habitat, and fire-marshal recommendations. Historic trees designated under TMC 13.10.130 cannot be removed for 120 days after a council hearing. No permit is required on already-developed property.
TMC 13.10.260 makes any violation punishable by up to a $1,000 fine, six months in jail, or both. Damaging a regulated tree also requires paying replacement value under the ISA Guide for Plant Appraising.
