Under Live Oak Code Chapter 15 (Streets, Sidewalks and Other Public Places) and Chapter 18 (Vegetation), property owners must keep tree limbs trimmed so they do not obstruct public right-of-way. The standard is 14 feet of vertical clearance over streets and alleys and 8 feet over sidewalks, measured from the pavement surface. Limbs that block traffic signs, streetlights, or sight triangles at intersections must also be trimmed. The city does not require a permit to trim or prune trees on private property. However, Texas A&M Forest Service guidance strongly discourages pruning live oaks and red oaks between February 1 and June 30 because the fungus that causes oak wilt (Bretziella fagacearum) is most active during spring, and fresh pruning wounds attract sap-feeding beetles that spread spores. If a live oak must be pruned in spring, cuts should be painted with wound dressing immediately. Trees in the city right-of-way are managed by Public Works and require coordination before pruning or removal.
Failure to trim after notice allows the city to trim and bill the property owner. Municipal Court citations for obstructing right-of-way carry fines up to 500 dollars per day.
