Artificial turf is not prohibited by Live Oak ordinance for residential yards and is protected from HOA bans under TX Property Code 202.007. Product and drainage standards may apply in commercial projects.
Live Oak Code of Ordinances does not ban the use of artificial turf in residential front, side, or back yards, and no city permit is required to install synthetic lawn on private property. Texas Property Code Section 202.007 was amended to protect water-conserving turf products from outright HOA prohibition, though HOAs may adopt reasonable standards addressing appearance, quality, drainage, and color. Quality turf should have a realistic blade appearance, permeable backing that allows drainage to the subgrade, and proper infill (silica sand or antimicrobial alternatives). In new commercial or multi-family development, artificial turf use may be limited by the site plan, tree canopy, or stormwater detention requirements reviewed by the Planning and Development Department. Artificial turf does not count as impervious cover under most calculations when properly installed over permeable base. Residents should ensure turf does not drain concentrated runoff onto neighboring property.
No general citation exists for residential turf. Commercial projects that install turf contrary to approved site plan can be required to remove and replace. Drainage nuisances can be cited under stormwater rules with fines up to 2,000 dollars.
