Monroe County has no county weed ordinance, but each township enforces one through its property-maintenance code, and Pennsylvania's Controlled Plant and Noxious Weed Law (3 Pa.C.S. Ch. 15) separately targets listed invasives like tree-of-heaven, the spotted lanternfly's favored host.
Two layers apply. First, township property-maintenance ordinances, many drawn from the IPMC, let a code officer order removal of rank weeds and overgrowth on a developed lot, giving written notice and a deadline before the township clears it and bills the owner. Second, the state Controlled Plant and Noxious Weed Law (3 Pa.C.S. Ch. 15) lists species Pennsylvania regulates statewide, including Canada thistle, multiflora rose, mile-a-minute, Japanese knotweed, and tree-of-heaven (Ailanthus altissima), a Class B noxious weed and the spotted lanternfly's preferred host. A tended native garden is treated differently from neglected overgrowth.
Under the township ordinance you get written notice and a deadline; ignore it and the municipality clears the growth and liens the cost, plus any fine. Noxious-weed violations draw PA Department of Agriculture enforcement.
