Neither Nueces County nor Corpus Christi regulates aircraft noise—it is preempted by federal law. Corpus Christi Code § 31-6 expressly exempts sound produced by aircraft in flight, leaving jets over Corpus Christi International and NAS Kingsville/Corpus under FAA control.
Aircraft noise is controlled exclusively by the Federal Aviation Administration; local governments cannot set flight-noise limits. A Texas county has no zoning power anyway, so unincorporated Nueces County imposes nothing. The City of Corpus Christi makes the preemption explicit in Code § 31-6(g), which exempts any activity preempted by state or federal law, 'including, but not limited to, sound produced by aircraft in flight.' Residents near Corpus Christi International Airport or naval air stations who want to raise noise concerns should use the FAA's noise-complaint process or the airport's noise office, not county or city code enforcement.
There is no local penalty for aircraft flight noise—enforcement lies with the FAA. Ground-based airport equipment noise may still fall under Corpus Christi's general § 31-3 limits.
