Lehigh County has no countywide barking-dog noise law. In Allentown it is a violation to keep any animal that barks, bays, cries or squawks continuously for 10 minutes, or intermittently for a half hour or more, disturbing any person, day or night.
Animal-noise complaints are handled under each municipality's noise ordinance, not by the county. Allentown treats an animal or bird that barks, bays, cries, squawks or makes other noise continuously for ten (10) minutes, or intermittently for one-half (1/2) hour or more, to the disturbance of any person as a noise disturbance at any time of day or night, regardless of whether the animal is on private property. The rule does not apply if someone is trespassing or otherwise provoked the animal. Statewide dog licensing and confinement is governed by the PA Dog Law, 3 P.S. §459-101 et seq.
Allentown violation ticket is $100; unpaid tickets add a $25 penalty for days 11–20. Summary conviction may bring $100–$1,000 and/or up to 90 days imprisonment, with each day a separate offense.
