Moreno Valley, CA Noise Ordinances: Industrial Noise (2026)

Moreno Valley is one of the largest warehouse and logistics hubs in Southern California, with millions of square feet along Cactus, Alessandro, and the I-215 corridor. Industrial noise regulation combines state CEQA review at project approval, conditional use permit (CUP) conditions (hours of truck activity, wall heights, idling limits), and the general noise ordinance under Title 11. The noise ordinance caps exterior noise received at a residential property line, typically around 55 dBA daytime and 50 dBA nighttime, depending on zone. Violations most often come from: 1) truck back-up alarms 24/7, 2) reefer units running overnight, 3) tailgate slams and dock activity before 7 AM, and 4) amplified yard-management PA systems. Community groups have pushed for stricter rules around the World Logistics Center and other projects; several developments now require electric yard trucks and sound walls.
