Menifee regulates industrial and commercial noise through Performance Standards in the 2019 Development Code: MMC §9.210.060 (Noise Control Regulations) caps stationary-source noise at receiving-property line based on the receiver's zone. Industrial uses generating noise audible at adjacent residential property lines must meet residential exterior standards (typically 65 dB CNEL day / 60 dB CNEL night). Section 9.210.070 (Vibrations) provides parallel limits on perceptible groundborne vibration.
Title 9 Development Code Chapter 9.210 (Performance Standards), adopted December 18, 2019 and effective January 17, 2020, contains the operative noise framework for industrial and commercial uses. Per §9.210.060, no use shall produce noise at the receiving-property line in excess of the standards set forth in the General Plan Noise Element — typically 65 dBA exterior daytime / 60 dBA nighttime for residential receivers (10 p.m.–7 a.m.) and 70+ dBA for commercial/industrial receivers. The standard is applied at the property line of the receiving (impacted) parcel, not the source. Compliance is demonstrated through acoustical analysis at the time of conditional use permit (CUP) review for industrial uses, with mitigations such as setbacks, sound walls, enclosed operations, and limited operating hours imposed as conditions of approval. §9.210.070 (Vibrations) restricts vibration perceptible to a reasonable person at the property line. Pure tones and impulsive sounds (hammering, metal-on-metal) receive penalty corrections (typically +5 dB) when measured. Industrial uses are concentrated in the Economic Development Corridor (EDC) overlay (former Menifee Industrial Park area near I-215 and Antelope Rd); proximity to Sun City and Quail Valley residential triggers strict mitigation conditions on new industrial entitlements.
Violation of performance standards under §9.210.060 is enforced through Code Enforcement and the Community Development Department. Citations issued as MMC general misdemeanor or infraction (MMC §1.01.230 penalty provisions); also enforceable as conditional use permit revocation. Persistent violations can trigger nuisance abatement under MMC Title 8 Health and Safety. Operating hour restrictions in CUPs are independently enforceable.
