Galveston County cannot regulate landscaping equipment, so gas and electric leaf blowers are unrestricted in unincorporated areas beyond the general state disorderly-conduct backstop. Even cities keep it light: League City Code Sec. 42-36(7) makes operating a saw, drill, grinder, lawn or garden tool, lawnmower, or similar device a defense to a noise charge when used between 7:00 a.m. and 7:00 p.m. and it does not produce a sound nuisance. Galveston has no blower-specific rule; a blower simply must stay under the Sec. 24-2 caps (75 dB(A) day, 70 dB(A) night). Texas HB 2127 (2023) further limits city bans.
A blower used outside 7 a.m.-7 p.m. or loud enough to be a sound nuisance loses the League City defense and can be fined $100-$1,000. In Galveston, exceeding Sec. 24-2 caps is a Class C misdemeanor.
