Chapter 220 treats leaf blowers as landscaping or yard maintenance equipment. Residential property owners and tenants may not operate them between 8:00 p.m. and 8:00 a.m. unless the device meets the applicable Tables I, II, or III sound level limits. Outside permitted hours, leaf blower use is enforceable as a noise violation. Commercial landscapers operating in residential zones must also comply with sound level tables during permitted operating hours, and continued violations are charged on a per-day basis.
