Garfield bans feeding waterfowl, songbirds, pigeons, and backyard birds on public property and limits private feeding to small, nuisance-free amounts.
Under Garfield's Feeding of Birds ordinance, no person in any public park or on city-owned or operated property may attract or feed waterfowl, songbirds, pigeons, or other backyard birds that are not their personal property. On private property, outdoor feeding is allowed only if it does not create an unreasonable disturbance for neighboring owners, does not cause an accumulation of droppings on the feeder's or neighboring properties, and the feeder's seed capacity is no more than five pounds.
