Colusa County Code Section 13-8(b) limits powered (leaf) blowers to 70 dBA measured at 50 feet, and bars operating one blower within a 100-foot radius of another at the same time. On single-family residential property the 70 dBA limit does not apply if the blower runs less than 10 minutes per occurrence.
Colusa County regulates leaf blowers as 'powered blowers' and 'landscape maintenance equipment' within Chapter 13 of the County Code (Ord. No. 730). Section 13-2 defines a 'powered blower' as any device used to vacuum or produce a current of air to push, propel, or blow cuttings, leaves, refuse, or debris. Section 13-8(b)(B) provides that no individual powered blower shall produce a noise level exceeding 70 dBA measured at a distance of 50 feet. Section 13-8(b)(C) prohibits operating any powered blower within a 100-foot radius of another powered blower simultaneously. Section 13-8(b)(D) carves out single-family residential property: the 70 dBA-at-50-feet restriction does not apply if the blower is operated for less than 10 minutes per occurrence. Because landscape maintenance equipment falls under the construction/maintenance hours in Section 13-8(b), blower use is generally tied to the 7 a.m.-7 p.m. (weekday) and 8 a.m.-8 p.m. (weekend) window. These provisions apply throughout unincorporated Colusa County, including communities like Arbuckle, Maxwell, and Grimes. The county does not impose an outright gas-blower ban; it regulates blower noise levels, simultaneous operation, and timing instead.
Exceeding the 70 dBA-at-50-feet blower limit, or running two blowers within 100 feet of each other, is enforced under Chapter 13 as a misdemeanor per Section 13-3, with each day a separate offense. Under Chapter 42, Section 42-13, a violation may be charged as a misdemeanor (up to $1,000 and/or six months) or as an infraction ($100 first, $200 second within a year, $500 each additional within a year).
