Murfreesboro City Code sec. 21-106(F) limits power tools and equipment (including leaf blowers and mowers) between 7:00 AM and 8:00 PM to 75 dBA for engines rated 5 HP or less, and 80 dBA for engines over 5 HP, measured at another person's property line or 50 feet away. From 8:00 PM to 7:00 AM equipment must meet the general exterior limits, and no commercial tree maintenance, landscaping, lawn care or home-improvement service may run power tools in a residential or noise-sensitive zone. Manufacturer mufflers and sound-reduction devices must be in working order. Snow blowers with mufflers and construction-support tools are excepted.
Prosecuted by citation under City Code sec. 1-8, with each continuing half hour a separate offense. Commercial landscapers running equipment during banned residential hours are directly liable.
