Suffolk has no leaf-blower ordinance and Virginia sets no statewide ban. Gas and electric blowers are allowed, but they cannot create excessive noise that is plainly audible 50 feet away under City Code Chapter 34, Article VI.
Neither Virginia nor Suffolk restricts leaf blowers by type, hours, or decibels, and there is no dedicated blower provision in the city code. A blower answers only to the general noise ordinance in Chapter 34, Article VI: operation becomes a violation if it produces excessive noise plainly audible across a residential boundary or 50 feet from the source, or if run during the 10 p.m. to 6 a.m. commercial or 10 p.m. to 8 a.m. loudspeaker windows. Landscapers otherwise operate blowers during normal daytime hours without a permit.
There is no leaf-blower-specific penalty. A blower creating excessive noise can be cited under Section 34-188 as a Class 2 misdemeanor and public nuisance, up to six months in jail and $1,000.
