Unincorporated Sacramento County does not ban leaf blowers but limits the hours of property-maintenance noise. Under County Code Chapter 6.68, such activity is exempt only between 6 a.m. and 8 p.m. on weekdays and 7 a.m. to 8 p.m. on weekends.
Sacramento County does not impose a countywide ban on gas-powered leaf blowers in unincorporated areas, nor does the county's published Noise Control Program set a specific leaf-blower decibel limit. Instead, leaf blowers fall under the property-maintenance exemption in County Code Chapter 6.68. The county states that noise from property maintenance activities, such as landscaping and leaf blowers, is exempt from the standard noise limits when conducted between the hours of 6 a.m. and 8 p.m. on any day except Saturday or Sunday, or between 7 a.m. and 8 p.m. on Saturday or Sunday. In practice this means a gardener or homeowner may legally run a leaf blower during the allowed window even if it briefly exceeds the 55 dBA residential daytime level, because the activity is exempt during those hours. Outside the permitted hours, however, leaf blowers and similar maintenance equipment lose the exemption and become subject to the ordinary noise limits and to enforcement. The weekend start time is one hour later (7 a.m.) than the weekday 6 a.m. start, giving neighbors quieter early mornings on Saturdays and Sundays. Residents bothered by maintenance noise outside these hours can report it through the county's noise complaint channels.
Running leaf blowers or other landscaping equipment outside the exempt hours (before 6 a.m. or after 8 p.m. on weekdays, before 7 a.m. or after 8 p.m. on weekends) removes the exemption, making the noise subject to the 55/50 dBA limits and to county enforcement.
