Killeen adopts the 2024 International Fire Code under Killeen Code Ch. 11 (effective Jan. 1, 2026). IFC Β§ 308.1.4 prohibits open-flame cooking devices and LP-gas containers larger than 1 lb on combustible balconies or within 10 feet of combustible construction at multi-family buildings. Single-family backyard grilling is unrestricted by city ordinance. Bell County burn bans during drought target open vegetation burning, not commercially manufactured grills used for food preparation.
Killeen enforces fire-prevention rules through the Killeen Fire Department under Killeen Code of Ordinances Chapter 11 (Fire Prevention), which adopts the 2024 International Fire Code effective Jan. 1, 2026 (the prior 2018 IFC remains in force until then). IFC Β§ 308.1.4 prohibits charcoal burners and other open-flame cooking devices on combustible balconies or within 10 feet of combustible construction at apartments, condominiums, dormitories, and similar multi-family residences. LP-gas (propane) containers larger than 1 pound are similarly restricted. Exceptions apply where the building is fully sprinklered or the device is electric. For single-family detached homes there is no Killeen ordinance restricting backyard charcoal, propane, or natural-gas grilling. During Bell County Commissioners Court burn bans declared under Texas Local Government Code Β§ 352.081 (typically issued during drought conditions, often July through October), commercially manufactured grills used for food preparation remain permitted; open burning of yard waste, brush, or trash is prohibited. The Fort Cavazos installation maintains its own DoD fire-safety rules on post that may be stricter than off-post Killeen, with separate enforcement by the garrison fire marshal. Off-post military housing in the Killeen city limits follows Killeen Code Ch. 11. The Texas Commission on Environmental Quality may issue ozone advisory days that discourage but do not prohibit residential grilling.
IFC Β§ 308.1.4 violations on multi-family balconies are enforceable under Killeen Code Ch. 11 with citation to municipal court. Texas Local Government Code Β§ 54.001 supports civil penalties up to $2,000 per day for fire-code violations affecting public health and safety. Killeen Fire Department may order immediate removal of non-compliant grills. Open burning during a Bell County burn ban carries enhanced penalties up to $500 per offense under Texas Local Government Code Β§ 352.081.
