Oxnard enforces the California Fire Code (CFC) adopted by reference through City Code Title 15 (Building Regulations) and administered by the Oxnard Fire Department's Fire Prevention Bureau. CFC Β§308.1.4 β carried into California from IFC Β§308.1.4 with state amendments β prohibits charcoal burners, open-flame cooking devices, and other open-flame appliances on combustible balconies or within 10 feet of combustible construction in any building containing three or more dwelling units. LP-gas containers larger than 2.5 pounds (typical 1-pound disposable cylinders are fine) are also restricted in those locations. Exceptions: buildings protected throughout by an automatic sprinkler system (NFPA 13 or 13R); listed electric grills; and detached one- and two-family dwellings. Oxnard's many beachfront condominium buildings, downtown multi-family complexes, and Channel Islands Harbor mid-rises fall under this rule. At single-family detached homes, backyard grilling is unrestricted by City ordinance β propane, natural gas, charcoal, and wood are all permitted. Ventura County is outside the SCAQMD jurisdiction (Oxnard sits within the Ventura County Air Pollution Control District / VCAPCD), so SCAQMD Rule 444 No-Burn Day rules do not apply; VCAPCD has not adopted equivalent residential wood-burning restrictions. Sound from outdoor cooking equipment is subject to City Code Ch. 7 Art. XI (Sound Regulation).
Use of a prohibited grill on a multi-family balcony is a CFC violation cited by the Oxnard Fire Department or Code Compliance, with administrative penalties under City Code Title 1 and immediate removal orders. Building owners can be cited for tolerating known violations. Fires causing property damage create personal civil liability and may result in criminal charges under Cal.
